1. Map¶

The return is correctly bounded. Coordinator commit f40c898 changes one master-HL free §7.2 row; Executor commit 08799a3 changes only EV/RF. All twelve production blobs are byte-identical to the original implementation tip 6816c6e, so attempt 2 reviews the same North Star and consumer implementation with corrected citation and evidence traces.

The work still performs the approved job: preserve the problem-led North Star, give all eight TFW-25 values and four TFW-32 outcomes explicit dispositions, repair all twelve current consumers, strengthen planning/review semantic gates, preserve TFW-60 and immutable history boundaries, and leave later docs/knowledge closure role-separated.

The Purpose Check is aligned. The freeze-baseline clause calls .tfw/README.md the “shortest complete, citable essay about purpose, principles, boundaries, and non-goals,” and NS1 protects “purposeful, human-governed continuity.” The concrete harm avoided is later planning or review making material decisions from a real file/anchor whose asserted value meaning is absent. Neither not fit for purpose nor a frozen-reference-set contract defect applies.

4. Verdict¶

✅ APPROVE — formal attempt 2 after bounded return 1/3

Both attempt-1 blockers are corrected at their proper roles, production remains byte-identical, and the fresh semantic, evidence, scope, history, Purpose, and owner-preservation gates all pass. There are no blocking or non-blocking findings requiring another implementation return. The return counter closes at 1/3 and does not increment on approval.
