RF — TFW-55 / Phase A.2: North Star Values and Consumer Integrity

1. What Was Done

The good problem-led North Star remains the foundation. Phase A.2 added only the approved missing value and outcome meaning, repaired active priority 0/1 consumers, and strengthened planning and review so a resolving file pointer cannot substitute for a real, relevant semantic item.

The earlier Phase A REVIEW APPROVE is unchanged. It remains an honest verdict for the scope it reviewed; its acceptance boundary omitted current framework consumers and treated resolving file pointers as sufficient. This corrective phase does not describe the accepted essay as wholly failed.

The root Task Board changed only the TFW-55 row through normal A.2 transitions.

2. Key Decisions

  1. Applied the owner-approved 8+4 ledger literally: 6 explicit restores, 5 semantic merges, and 1 intentional retirement.
  2. Kept the North Star problem-led and compact. The clean document is 1,857 words, 309 above the freeze baseline and 2,343 below the ceiling; the owner image produces an expected integrated count of 1,864.
  3. Treated priority 0 and priority 1 as distinct semantic inputs even though both live in .tfw/README.md.
  4. Defined citation integrity as resolution plus item existence, meaning match, and relevance. The negative deleted-heading fixture is therefore a discrepancy, not a pass.
  5. Preserved the Coordinator worktree as foreign read-only input and proved clean application in a disposable checkout instead of incorporating its hunks.

3. Acceptance Criteria

  • [x] AC-2 — recorded all eight values and four Success Criteria with approved dispositions and canonical targets.
  • [x] AC-3 — retained the coherent essay and stayed below the 4,200-word maximum without filler.

  • [x] AC-5 — repaired every approved active consumer and classified the history/current boundary.
  • [x] AC-6 — made semantic priority 0/1 planning mandatory and synchronized both full copies.
  • [x] AC-7 — made review verify meaning/relevance and synchronized both full copies.
  • [x] AC-8 — preserved the old APPROVE and named its incomplete acceptance boundary without rewriting history.
  • [x] AC-9 — passed the exact-final integrity, scope, copy, link, UTF-8, count, and dirty-state checks.
  • [ ] AC-10 — DEFERRED after the completed Executor portion: separate Reviewer verdict, bounded returns, and post-APPROVE documentation closure cannot be completed in this role.
