Judge — "Is the quality sufficient?"¶
Mindset: Judge. You have the evidence from Verify. Now rule on quality. Every ✅ needs proof. Every ❌ needs a specific finding. Test: "Would I stake my reputation on this passing production review?" Verify findings: verify.md Current stage result: the first ruling below is preserved as attempt-1 history. Formal attempt 2 and its current ruling are appended at the end.

Purpose Check — row 2 clause (a)¶
Outcome: aligned. The result serves the master-HL baseline clause that the essay is the “shortest complete, citable essay about purpose, principles, boundaries, and non-goals” and NS1's “purposeful, human-governed continuity”; the concrete harm avoided is mandatory planning and review consumers accepting a real file/anchor whose value or purpose meaning is absent, which would silently propagate wrong decisions across later work.
- Excess and adjacency: no. The patch adds the approved 8 + 4 semantics, repairs only the twelve named consumers, and leaves BoK, manuals, root-guide content, immutable history, and parallel Phase A work outside scope.
- Deferral confession: no. Current consumer repair and explicit dispositions belong to corrective Phase A.2; post-review KNOWLEDGE/TECH_DEBT consolidation remains deferred and was not shipped early.
- Materiality: aligned. The consumer repair materially protects purpose/value interpretation; it is not a phrasing-only change. D1 and D2 are quality/trace defects, not evidence that the work itself is
not fit for purpose.
No contract defect exists in the Purpose Check reference set: the frozen baseline and current North Star can be satisfied together. Verify D2 is a free §7.2 citation defect, not an inconsistency between frozen purpose clauses.

Blocking Ruling¶
Quality is not sufficient for approval on formal attempt 1. The implementation itself is semantically sound, but exact-final evidence is a TS acceptance requirement and one current Knowledge Citation fails the mechanism's own semantic gate. The correct route is 🔄 REVISE, limited to:
- Executor retakes the case-sensitive five-pattern census on both the clean Executor result and the expected owner-integrated image, then corrects EV/RF counts, classifications, and raw summary without changing production implementation.
- Coordinator/owner corrects master HL free §7.2 row 6 so each cited fact supports the exact claimed application (or narrows the application/citation set); Executor does not edit the HL.
- A separate Reviewer performs formal return attempt 2;
/tfw-docs,/tfw-knowledge, and BoK remain prohibited until APPROVE.
