REVIEW — TFW-55 / Phase A: Project North Star Essay

Date: 2026-08-26 Author: Codex Reviewer Verdict: ✅ APPROVE RF: RF Phase A TS: TS Phase A Stage files: Map · Verify · Judge This file synthesizes the stage findings; raw checks remain in the stage files.

1. Map

The Executor recorded onboarding before delivery, then rewrote only .tfw/README.md as the English Project North Star production artifact. The result moves from invisible delegated work to selected Trace and continuability, preserves legitimate human/institutional authority, states Philosophy of Trace → TFW methodology → realizations, bounds self-awareness and Editions, and establishes directly linkable NS1NS3 sections.

The final Executor diff contains the expected essay, Task Board control update, ONB, EV, and RF. No BoK, Phase B translation, mechanics, adapter, runtime, brand, or contract change entered the commits.

2. Verify

# What was checked Result Evidence
1 Executor commit scope and ordering c67deaf contains ONB + board transition; cada005 contains essay + EV + RF + board transition; five distinct paths total.
2 Contract immutability Master HL has no diff from a60bc6d; Phase HL and TS have no diff from c5da85e.
3 All nine TS acceptance criteria 9/9 independently pass against the actual essay and EV; see review/verify.md Acceptance Criteria Re-check.
4 Word, line, link, and anchor claims 1,548 words; 105 lines; net −27 words/−60 lines; 9/9 local links; ns1/ns2/ns3 each once.
5 Evidence and source sufficiency EV exists with 9/9 N/A live-evidence rows and 9/9 passing document gates; three high-leverage claims trace to the master, owner corpus, and both RES iterations.
6 PV/knowledge citations 17/17 citation items verified in both HL/ONB cascade; 14/14 Markdown links in each resolve; 37/37 cited knowledge facts exist.
7 Scope exclusions and shared checkout No BoK, Phase B, translation, mechanics, or foreign dirty path was staged or committed.

Verification covered 5/5 RF-claimed paths (100%), above the required ceil(5 × 0.42) = 3. Configured build commands are echo placeholders, so the TS-defined Markdown/source gates were re-run instead.

3. Judge

# Check Status Evidence
1 DoD met? (all TS acceptance criteria) AC-1 through AC-9 independently pass; applicable master DoD passes and later-phase items remain explicitly pending.
2 Purpose Check + design soundness Master §1’s protection of purpose, authority, judgment, memory, and continuation is directly served; no adjacent delivery or contract defect; design follows P1–P9.
3 Tech debt documented RF §6 explicitly reports no observations; no RF item survives the debt quality filter.
4 Style & standards English, domain-neutral, coherent, under budget, stable anchors, valid links, no placeholders, canonical commit attribution.
5 Observations collected Explicit “No observations”; shared-worktree dirt is correctly excluded rather than converted into filler debt.
6 RF completeness (§7–9 present) Fact Candidates, Strategic Insights, and Diagrams are present with reasoned no-item statements.
7 Evidence completeness — does it exist? Mandatory EV covers every TS Evidence field and every AC document gate.
8 Evidence sufficiency — does it establish the claim? Reproduced checks establish the document claims and correctly do not claim human comprehension or field effects.
9 Backward compatibility Active entry links and board consumers work; stable NS IDs support Phase B; no functional fragment consumer was broken.
10 Safety Markdown-only scoped change; no secret, executable, destructive action, runtime, external write, or wholesale source publication.

4. Verdict

✅ APPROVE

All nine Phase A ACs pass, all eleven Phase TS failure conditions remain untriggered, and the work is fit for the frozen purpose. The independent review reproduces the Executor’s core measurements and source bounds. Evidence is complete for this document-only phase: the nine live-evidence statuses are correctly N/A, while nine reproducible document gates establish the claims actually made.

Master DoF-10 is precise at the phase boundary: the essay portion passes at 1,548 ≤ 2,000 words; the root 800-word and combined 2,600-word final gates remain Phase B work and are not claimed complete by this verdict.

Non-blocking observations

  1. Root README descriptions of the old philosophy-paper contents remain for Phase B alignment.
  2. .tfw/glossary.md PV priority 1 and .tfw/templates/HL.md retain the textual label § Values and Principles. Their file pointers still resolve, but a later bounded mechanics/documentation-alignment task should relabel them to the reviewed North Star structure. This is outside Phase A and does not justify a revision cycle.
  3. RF groups master DoF-10 under “not triggered”; this REVIEW supplies the more exact phase-boundary classification above. The imprecision has no material effect on Phase A compliance.

5. Tech Debt Collected

No items. RF §6 contains no product observation, and the reviewer did not promote deferred Phase B/mechanics alignment into Phase A tech debt.

6. Traces Updated

  • [x] README Task Board — Phase A moved to 📚 KNW and REV linked.
  • [x] HL status — N/A; frozen master and approved derivation were not modified by Reviewer role.
  • [x] project_config.yaml — N/A; no task allocation or configuration change.
  • [x] Other project files — checked for stale or conflicting information; no out-of-scope edit made.
  • [ ] tfw-docs: Deferred to Coordinator — REVIEW is complete; Reviewer role does not run the separate docs workflow.
  • [ ] tfw-knowledge: Deferred to Coordinator — no new RF/REVIEW candidates; any research-candidate batch remains coordinator-controlled.

7. Fact Candidates

fact-candidates: processed 2026-08-30

No fact candidates. The review received no new human-only project fact; it verified already-approved owner architecture and existing project traces.
