1. Map¶
The Executor replaced only the English onboarding before ## Task Board, added independent Russian and Kazakh root doorways, and kept English README.md plus the reviewed .tfw/README.md as the public semantic contract. The implementation preserves semantic/authority invariants rather than sentence-level symmetry, gives all three languages the same understand/use/audit routes, and keeps the Task Board solely in English.
The execution scope is exactly three public files plus ONB, RF, EV, and two isolated language-review reports. Contracts, the North Star essay, research, specification/glossary, Editions, brand assets, BoK, runtime, and unrelated Task Board rows were not modified.

Verification covered 8/8 RF-claimed paths (100%), above the required ceil(8 × 0.42) = 4. Configured build/test/lint commands are explicit echo placeholders, so substantive Git-object, Markdown, source, encoding, and scope checks were re-run independently.

4. Verdict¶
✅ APPROVE
All ten Phase B acceptance criteria pass at exact target 9d65d4eeabd7737c25ae64587a91306d84c41821; all seventeen failure classes remain untriggered. The public meaning, authority boundaries, navigation, budgets, provenance, and scope match the frozen master and Phase B contracts.
The Russian and Kazakh surfaces are semantically equivalent without claiming separate authority. Their shared semantic-role order is the doorway contract, while their sentence construction and explanations are independently localized. The remaining wording alternatives are ordinary polish, not serious unnaturalness, calque, masking, or filler grounds for REVISE.
The short counts—523, 528, and 526—are accepted because the orientation band is not a quota and each required unit is present. Adding text solely to reach 550 would weaken the approved subtraction goal.
Non-blocking limitations¶
research/iter2/RES.mdwas absent in the clean execution baseline and remains absent at the target. RF reports the shared-checkout condition; the executor did not change its Task Board link or any research artifact, and Phase B is not the repair venue.- The frozen master HL also has a pre-existing unresolved pointer to the absent TFW-54 HL. It is outside the public-doorway link claim, untouched by Phase B, and does not create a contract contradiction.
- Live HTTP availability and human reception were not tested. Neither is claimed nor required by the TS.

≤900changed-line figure was a planning estimate; actual execution churn is 1,071 line operations and remains within the configured 3,000-LOC budget. RF does not present the estimate as an actual result.
5. Tech Debt Collected¶
No items. The missing Iteration 2 trace is a pre-existing shared-checkout observation already disclosed in RF, not debt introduced by Phase B; this review does not repair or promote unrelated frozen-source availability. Live URL checks and taste-only language alternatives are correctly bounded residual risks rather than task defects.
