An empty file, silence or unchecked claim is not a return. Justified-none names inspected scope; unavailable is not none. Retain-only requires an authorized completed disposition that no publication/resolution is owed; an owed effect remains open. Preserve rejected/interrupted source work without fabricating success. Return to the actual Coordinator through the authorized channel.
