Rows 7 and 8 deliberately differ: every promised artifact exists, but a complete artifact set is insufficient when the test matrix omits the two order/concurrency properties used to declare the release safe.
Purpose Check — row 2 clause (a)¶
The result is aligned, not not fit for purpose. Frozen HL §1 at Contract Baseline ee09a8a asks for a complete neutral Assisted 1.5 derived from field practice, standalone for general users, with universal improvements able to travel between public core and overlay without blind mirroring. Project North Star NS1/NS2 require human-governed, inspectable continuation and structural enforcement. The product remains entirely within editions/, excludes Innoforce knowledge, preserves human acceptance, and implements the required asymmetric maintenance model. There is no excess, no work whose proper home the result itself assigns elsewhere, and no internal inconsistency in the reference set.
The block is design soundness, not purpose: D9/D10 prevent the implementation from structurally enforcing two safety clauses it correctly sets out to serve. Both fit the approved product boundary; no owner-routed amendment is needed.
