Mindset: Verify. Reproduce the quality-bearing claims and classify the evidence. File and line quantities are deliberately not evaluated.

Evidence classification

All quality-bearing RF/EV claims needed for the verdict are supported by source inspection, the pinned snapshot, or rerun commands. The evidence package no longer relies on mutable HEAD for its final claim. Rows whose sole subject is file quantity, line quantity, diff volume, or budget arithmetic are excluded by owner direction and have no weight in this review.

The RF's explicit non-claims remain correctly bounded: this phase does not claim cross-device transport behavior, a second-machine concurrency result, or comprehension by a non-specialist. Those remain assigned elsewhere and do not reduce Phase A quality.

Prior findings

The first review's purpose failure remains closed. Revision 2's corrections remain present. Revision 3's identity, naming, production-path, and evidence-pin items are closed under the review boundary above. No regression was found in their ordinary supported scenarios.
