Judge — "Is the quality sufficient?" (revision 3)

Mindset: Judge. Every ruling below traces to the current verification log. Test: "Would I stake the 2.0.0 release on this result as it stands?" Verify findings: verify.md

Purpose Check — row 2(a)

Purpose passes. Master HL §3.2 promises “Different tasks synchronize without a common edit,” and NS1 requires another authorized participant to inspect current state and continue without reconstructing the chat. The shipped build gate validates task-local truth and lets a derived index become stale without blocking the task. The concrete harm avoided is the first review's regression, where every task transition again depended on rewriting a shared aggregate. The result does not add transport behavior assigned to TFW-61 and does not cross the Phase B/C debt and knowledge boundaries.

The master baseline and North Star are coherent. This is not not fit for purpose, and no frozen amendment is required.

Design Soundness — row 2(b)

The locality, migration, actual-clock retry, and non-blocking index design are sound. The release is not yet sound as one contract: production validation can accept an actor when no profile exists and cannot distinguish a human from an agent for accountability; meanwhile canonical init and artifact examples contradict the whole-ID and actor-bearing grammars that the code enforces. These are bounded implementation/documentation corrections under the approved TS R4, not a reason to reopen the HL.

The new findings are reproducible from files and commands and therefore belong in review, not in the strategic knowledge queue.
