Judge — "Is the quality sufficient?" (revision 2)¶
Mindset: Judge. Every ruling below traces to the re-verification log. Test: "Would I stake the release on this result as it stands?" Verify findings: verify.md

Purpose Check — row 2(a)¶
Purpose passes. Master HL §3.2 promises that “Different tasks synchronize without a common edit,” while North Star NS1 requires an authorized participant to inspect state and continue. The current build gate validates each task's local truth and treats the shared index as a rebuildable view; a normal transition may leave that view stale without blocking the task. The concrete harm avoided is the first review's regression, where every unrelated task had to rewrite one aggregate to keep the build green.
The reference set is coherent. This is not a not fit for purpose result and no frozen HL or
TS clause needs owner rework. The remaining failures are bounded implementation, evidence,
and trace corrections under the approved TS R3.
Design Soundness — row 2(b)¶
The locality/index design is now sound. The journal helper is not: it can manufacture a timestamp earlier than the event at midnight, defeating the chronological trace it claims to protect. The identity design is also not sound on the Windows path the release explicitly documents. Both defects are local and testable; neither requires changing the task's purpose or approved specification.

Fact Candidate Review¶
The RF's human-grounded strategic observations remain candidates until an approved result reaches the knowledge gate. The owner's explicit approval of the actual file-budget overrun is an authority decision recorded in this review, not a generalizable Fact Candidate. The review found implementation facts reproducible from files and commands, so it adds no Fact Candidate.
