REVIEW — TFW-40 / Phase B: Naming Normalization

1. Map

The executor renamed PROJECT_CONFIG.yamlproject_config.yaml and TOPIC_FILE.mdtopic_file.md across the entire framework using git mv (better than TS-suggested Rename-Item — preserves git history). Updated 28 source files + 8 adapter copies (36 total). Added §10.4 (YAML File Naming Convention) to conventions.md codifying lower_snake_case for config/state YAML. Version bumped to 0.8.4. CHANGELOG entry combines Phase A and Phase B changes with migration notes for downstream projects. Scope was expanded beyond TS (.tfw/ only) to include README.md, KNOWLEDGE.md, gen_docs.py + tests — per coordinator's ONB answer that broken links are bugs, not tech debt.

4. Verdict

✅ APPROVE

Clean mechanical execution across 36 files. All 11 acceptance criteria verified — files renamed, references updated, tests passing, adapters synced. One cosmetic issue: RF §6-8 sections were compressed into an inline one-liner instead of formal sections, which technically violates conventions.md ("absent section is not valid"). Given the mechanical nature of the task (rename only, no design decisions, no strategic insights), this is a style gap, not a quality gap. The executor's judgment that formal empty sections add noise to a purely mechanical RF is reasonable.

The git mv decision over Rename-Item was a positive deviation from TS — preserves rename tracking in git history. The scope expansion (README, KNOWLEDGE, gen_docs) via ONB Q&A was legitimate and necessary — leaving broken links would have been worse.
