1. Map¶
The executor established the framework/state boundary in .tfw/ — the root cause fix for the knowledge gate contamination bug. Two template files were created (knowledge_state.yaml with zeroed state, project_config.yaml with PROJECT/FRAMEWORK annotations), init.md was updated to instantiate state from templates, update.md gained a ⚫ STATE category protecting state files from framework upgrades, and conventions.md §10.3 codified the 3-category classification. The live knowledge_state.yaml (seq=38) was preserved per coordinator's ONB answer — this repo is both starter and live project.

4. Verdict¶
✅ APPROVE
Clean execution. All 8 acceptance criteria met and verified against actual files. The approach is sound: template-based instantiation eliminates the contamination bug at the source, the ⚫ STATE category prevents future regressions during updates, and §10.3 codifies the classification for agent comprehension. ONB Q&A properly resolved the dual-identity constraint (starter repo = live project) without compromising design goals. No discrepancies found across all 5 files.
