RF — TFW-3: Root README Public-Readiness¶

What Was Done¶
Rewrote root README.md from a reference-card style (~111 lines with duplicated sections) into a compact project landing page (~100 lines) with clear separation from .tfw/README.md.

Changes¶
- README.md — rewritten: removed Values table, full Conduct, Lifecycle diagram, "Why This Helps" (all in
.tfw/README.md). Added: brief motivation, "Who This Is For", mid-conversation Quick Start, "Key Concepts" as compact links, Author/Links section - LICENSE — MIT, created
- HL-TFW-3 — updated with approved content distribution matrix, marked as executed
- TS__TFW-3 — written
- STEPS.md — updated (Iterations 12-13)
Observations¶
- The content distribution matrix (root README vs .tfw/README.md) should be referenced when adding new sections — rule: if it's reusable TFW knowledge, it goes in
.tfw/README.md; if it's project-specific, it goes in root README - "Who This Is For" appears in both files — acceptable because it serves different purposes (landing page vs paper context)
