2. Verdict

✅ APPROVE

Clean execution. All 8 acceptance criteria met. The executor properly elevated the SVG→PNG format change to an ONB blocking question and got user approval before proceeding. Logo is distinctive (not generic), matches the concept 2 direction, and the circuit-board monogram expresses the TFW identity. Brand guidelines are comprehensive (7 sections, not just a color list — satisfying DoF #4 from HL). CSS is layered correctly on Material theme variables.

User made minor post-execution adjustments to README.md (restored the original epigraph quote above the heading, restored the "For the full philosophy..." link below the hero). These are user refinements, not scope issues.

The only deviation from TS is the file format (logo.png vs logo.svg) — explicitly user-approved in ONB Q1.
