✅ APPROVE
Clean, minimal execution. 4 templates created exactly per spec. The one deviation (Step 5 wording compression from 604 → 599 words) was correctly motivated and documented. ONB identified the word count risk correctly (Risk #1).
Design quality notes:¶
- D28 applied consistently: "What do we NOT know/see/expect?" as subtitles triggers the right investigative mindset
- Goal reference from HL §1 in every template = Research stays anchored
- Sufficiency checklist (external source + briefing gap) embedded in stage templates = structural enforcement of research depth
- Briefing template has User Direction section = crash-resilient record of user steering
